Noreen is an energy and extractives lawyer of 7 years standing with TripleOKlaw LLP where she advises on the complex legal, commercial, and technical issues associated with these industries to governments, energy and mining companies, businesses, investors and financial institutions in Africa. She holds a Master’s degree in international Energy Law and Policy from the Centre for Energy Petroleum and Mining Law and Policy (CEPMLP) at the University of Dundee with specific focus on energy and mining law from a global perspective. She previously served as a Board Member of the Kenya Green Building Society and currently sits on the Energy and Infrastructure Taskforce of the America Chamber of Commerce (Kenya).
In April 2022, Noreen provided pro bono legal expertise to AWEIK during its consultation and drafting caucus for the Kenya Mining (Amendment) Bill 2022. Noreen was instrumental in incorporating the private sector’s views and proposals to the Bill in preparation for presentation to the parliamentary committee on Environment and Natural Resources. Later, in July 2022, Noreen expertly took AWEIK through the different political manifestos by Kenya’s 2022 presidential candidates and dissected their direction and coherence with regard to the country’s energy and extractives industry.
In 2019, she was part of a team that partnered with Global Witness and submitted key suggestions to strengthen Afghanistan’s mining regulations. She was also part of team tasked with developing regional guidelines to be utilized when developing Community Development Agreements (CDAs) in the East African region.
Noreen has spoken and is published on topical issues in the extractives industry particularly the criticality of minerals and metals in the energy transition and their sustainable development.
